A lot of this was definitely a factor in me liking it. It also didn't suffer from the cynicism that's usually present in western franchises where the hero is grumpy or is an anti-hero or has constant conflict within himself and his crew. He's just a good guy who will keep being a good guy and win people over by proving that he really is a good guy.

I never read the manga, watched the anime, or really even knew much about it. It's just fun, silly, whimsical, and Luffy won me over with his sincere optimism and how he cared about everyone. I don't need more cynical grimdark shit or preachy shit. Just make watching shows fun again.
It's comfy, wholesome and fast paced. That's it. It's really straightforward. The characters are generally all likeable. There's a clear goal that they're working towards. And it never gets bogged down with meaningless shit you don't care about.

The secondary characters and the actors who play them are much more charismatic and interesting than the actors and characters with the highest billing. I think casting agents think hiring bland actors in lead roles makes the characters more relatable? I don't get it. This is why so many show runners complain that people like villainous characters more than the "good" characters. They should try casting better actors.

It's a world full of super-powered characters but it's not Marvel or DC superheroes. It is loaded with worldbuilding and lore. It has a timeline that keeps developing as the series happens which extends beyond the heroes. It's not woke but it's not counterwoke either. It has themes and commentary but properly dresses them up in fantasy and allegory and addresses them according to the reality of the world. It prioritizes delivering on its promises of goofiness and action and whimsy over any message though.
One Piece started in the mid-90s. Its creator may have lost a step or two since but he still has the same creative spirit now as he did then. That means that One Piece delivers a throwback experience which is a desperate gasp of fresh air today.
A lot of what makes One Piece appealing is in what it does not do.
