Apu hasn't been "retired", but with Hank Azaria refusing to keep voicing him, the crew doesn't have much incentive to use him again, not until they find an Indian voice actor to replace him at least.
They used to have a semi-recurring Japanese character named Akira. But he was played by George Takei and I guess he's not so available anymore.
Takei only voiced Akira for his first appearance. Hank Azaria voiced him in all his other appearances. It's more likely they he was quietly retired in the fallout of the Apu shit and people demanding VAs match the ethnicity of the characters they voice

Adults get in relationships, it's natural. It was more offputting that we got 6+ seasons initially of these people being 'well rounded cardboard cutouts'. Simpsons is supposed to have the feeling of an actual town and community.
It's also the most appropriate way to balance the male:female ratio of characters and give natural extensions to the cast.
