People often conceptualize the Federation as being something like the United States but in reality it is more like the EU or NATO - the comprising planets (usually) have their own thing plus shared/allied/joint ships in the form of Starfleet. I wish they leaned into that a bit more - where you would have Federation planets with harsher laws than others and some sort of conflict arises.

It's not propaganda. Vulcans would view stellar phenomena as things to be catalogued and other races as risks to be mitigated. Andorians would view stellar phenomena as things to be managed and other races as challenges to be overcome. Tellarites would view stellar phenomena as things to be dismissed and other races as opponents to debate.
Humans viewed stellar phenoma as wonders to be investigated and other races as potential new friends. We had childlike wonder that was burned out because the other races are older and more jaded and set in their ways. We had appreciation for what we could see because of what we lived through and survived.
