Starfleet has other things going on, the alternative to continually glassing the surface is maintaining a presence. Starfleet officers don’t get paid and they spend years getting degrees in astrophysics so they can explore space on a galaxy class ship, why would they want to babysit rape world for free?

It's a Fed Colony, so they are not subject to the Prime Directive. But what happens when a colony declares independence? Does the Feds recognize that? Because it looks like if you declare independence, you can then left to rot. What if one faction wants to rejoin but the other does not? This would e a recipe for the Feds being dragged into some ugly occupation or counter insurgency fighting.

It's quite funny that she just casually talks about "rape gangs" out of nowhere. No they weren't raiding parties that might engage in kidnapping or rape as well, but they were specifically dedicated gangs to only RAPE. Not looting soldiers engaging in an orgy of rape and pillaging after a battle either.
Organized squads of rapists day in and day out. The only question: are these rape gangs full time or part time employers? Are they volunteer squads? Perhaps each side employs Rape Gangs like a militia.
The funniest bit of trivia about the rape gangs is that they were made up of both men AND women.

Though I think the anon was getting a bit ahead of himself by diving into extreme detail about the organization of the gangs; they're probably just a group of guys that got together temporarily for some rape.

Denise Crosby fricked up so hard by leaving the show early. Tasha Yar was boring, and her acting stilted, but that's true of EVERYONE in S1. Everyone acts like a stilted robot and the new head writer really expanded a lot of the cast. You know all that melodrama and expansion Worf got with Klingon shit? Tasha would probably get that for Turkana IV shit. We got one episode set on Turkana IV even with Tasha yar dead, but we'd probably get way more.
Probably more directly involved in the civil war, with some nice grey stories. Tasha would probably kill someone which would end the war. The setting feels more like Starcraft's Terran campaign more than anything Star Trek.
A more charitable interpretation is that this is seen through Tasha Yar's childish memories, so they may have been nicknamed "rape gangs", but were likely just more search parties or raiders. Rape would be that which the young girls feared the most.
