"Filler" is when an animation studio that's adapting another form of media has to put the main plot on hold in order for its source material to make more. Steven Universe isn't adapting anything so it can't have filler. The truth is it's just a bad cartoon with horrible pacing issues.

Most "writing" was in the form of storyboards that they had to sit down and draw, usually as a first and final draft after deciding on a vague premise, which means they were basically sat in the room side-eyeing eachother forcing in their own thing wondering who will give in first in fear of having to redo too much
It was honestly a miserable state, like the fricking popular girls' table in an elementary school lunch room, I shudder to envision myself there
this isn't actually a bad way to write a show, going straight to storyboard lets you iron out gags and scenes that RELY on visual presentation and timing. the technique itself is great.
the problems stem from the fact that
1. steven universe is meant to have an overarching plot, it's not a gag-a-week comedy toon, and yes, you can still make storyboards your script, but that requires lotsa planning and writing and rewriting and reworking
and that leads to problem number 2. no one involved in the show WANTED to do that. everyone on the team wanted to bum around, they never wanted to make a cartoon, they wanted to "be the girl that made a cartoon" do ya know what i'm saying? all the status, none of the work, they thought it'd be like a little get together with friends where they doodle their OCs and drink frappes, they didn't expect to put in effort and they CERTAINLY didn't expect to have to... *gag*... "work together??? with people who have different ideas than me????????? eeeeeeeeeeeeeeeeew!!"

SU did have an overarching vision, Sugar was just a fricking moron and let her boarders fill in the gaps while assuming the show would get 9 - 10 full seasons despite the network regularly fricking with its airing and clearly not liking all the gay shit. She basically allowed it to meander and the show suffered hard as a result.
Although the "townie episodes" were part of the original vision of the show, you could often tell when the next major event wasn't scheduled until the season finale so they were just sorta killing time. It wasn't even just the townie episodes. There was a lot of stuff like Malachite where it felt like "we have to ignore this because the plan says Lapis isn't allowed to come back until after Peridot is an established character".
Steven Universe is a good example of why planning out the series in advance isn't always a good thing. Every season had a series of vague bulletpoints that had to be done in exactly this season. Season... 5, was it?, was the worst example of it. The plan they had laid out for that season just didn't give the writers anything fresh to work with, so they were forced to pad it out with stories using the same handful of elements that have been around for the last 100 episodes. They weren't interesting or feel like the person writing it just REALLY wanted to tell the story. They just existed.
