It was a different developer, but look at the games preceding it. I played them as a kid. They came out shortly before 9/11 and after 9/11. It was generic rah rah patriotism. Spec Ops The Line (2012) came out after the Bin Laden raid and had a completely different tone. It's a response to the rah rah patriotism of the 2000s. If you didn't live through the 2000s, you won't get it.

They took inspiration from the heart of darkness, but it was a game critical of the shooters at the time. It's starting to happen again, but the propaganda in the US after 9/11 was intense. If you weren't old enough to remember or aren't American, shut up. You don't know what it was like from the inside. It might have come off as pretentious, but it was a shooter that was not like most of the others at the time.

The company you fight in Spec Ops are depicted as having declared themselves rulers of Dubai and killed anyone in their ranks who resisted.
They could've saved themselves a lot of autistic reeeeing with a couple extra code lines allowing you to ignore the orders to rain white phosphorus, even if it's some overcomplicated way to achieve that.
The fact the devs thought if players don't turn off the game once they reach that stage they will feel horrible for doing it when in reality most games make you do shit that you don't want to do to progress the story.

Here's a good concept that won't be green lit because liberals and conservatives will b***h. Have a game about war and include civilians. Children too. Shooting at the enemy might inadvertently kill civilians. Bombing a place that you thought had enemies, but really has civilians inside. The battle or mission ends and it shows you the aftermath. The goal is to minimize civilian casualties, but whatever you do it's impossible to have zero. A guy you thought was a scout was just a civilian. The enemy ai can also kill civilians.

Which is also ironic since Spec Ops actually does narrative really well and has some really interesting multiple endings.
