In the documentary "The Mindscape of Alan Moore", Moore reads the opening passage of Watchmen, from Rorschach's journal, and the voice he uses is very similar to the one in the movie.
that's only because moore has a naturally low, raspy voice and it gets accentuated by his trying to whisper out the words. what's important in rorschach's rendition is the flat tone without any inflection. that's how laurie describes it in the comic. it's not a growl, it's a drone-like speech. also in the comic rorschach's speech bubble looks normal when he was still kovacs. in the movie he's still shouting and growling before his "conversion"
