If I had to take an honest guess, it's that he's not the killer, he's a totally separate serial killer. The Butcher ends up getting caught at the end of the movie and he escapes with his daughter goes home and kills the dude that we see on the camera.
I don't know if they'll say he's his gay lover, he looks quite a bit younger than Josh Hartnett, maybe he's his nephew or son. But that actually is a good theory you have there. Doesn't really explain why the girl calls him dad though.

This official is the butcher and he orchestrates this TRAP in order to cover his own ass so he can retire without being scrutinized by some young detective or distraught family member of a victim

He's actually somewhat justified in torturing them; he's trying to get information about who killed his wife or whatever, and near the end we are rooting for him.

It's all a dream. He fantasizes about being a killer that's it and probably kills his first victim after the concert ends.
