To go to heaven you need to live a life avoiding sins/bad deeds and also accept Jesus. Not only are kids too young to understand what it means to accept Jesus, their tender age also means they're too innocent to sin, so you can say children don't really "earn" a spot in Heaven compared to adults who have to fight all sorts of temptation. However, because kids don't sin and are clueless about God, they also don't earn eternal suffering.
Some people like to believe in God's mercy towards little children, others think that kids go to a not-hell-but-not-paradise place like Limbo. There isn't a single answer to this question (and Christian scholars have been debating it since Christianity began)
