Race is weird in cartoons sometimes because it's hard to tell the difference between an Indian or a middle eastern person or a light-skinned black. Anyways regardless of their specific race, it would be reasonable to assume the baby shares at least some of Millisa's family's race.
Personally, I despise the "Bill is Bobby's real father" theory, because it was literally only started because of how they promo'd the episode where Bobby asks Bill about how they got Ladybird.
I like the Bill is Bobbie's dad theory because it is a fun and interesting theory but when people act like it's canon or the truth instead of an interesting thought piece gets a little annoying. I am sure the real reason the baby is black is the showrunners just wanted to add racial diversity but didn't think about how weird it was that Joucy was black so retroactively just said she was adopted.
I have a Home Movies conspiracy theory. Okay, so Paula is divorced. She is white like her ex-husband. So why is the baby black? Brendon does say she is adopted. But if you think about it. It doesn't make a whole lot of sense. How could someone adopt a baby while going through a divorce? Adoption agencies are usually pretty picky especially with babies cause everyone wants babies so the agencies can afford to be pickier with who gets them.
Paula would either be going through a divorce or be freshly divorced with a lower middle-class income by the time she got Josie. Doesn't make a whole lot of sense.
You know what does make sense though? Paula cheating on her husband with a black man and becoming pregnant and choosing to keep the baby and this being the impetuous for the divorce. And then just lying to Brandon by telling him she was adopted. This sort of lie would make sense because who would want to burden their child with this crazy situation, plus she would want to look good in his eyes.

She could have just told Brandon that she got fat. It's not like weight changes are uncommon in the show. Remember the episode where everyone got fat? Brendon is smart but he might not have put two and two together and it's not like Paula would have brought him to the hospital when she gave birth. That's for stepmoms.
