She did set up a military science facility beneath a shrine full of priests and children. Which is pretty fricked up. Though nobody ever seems to concerned about the Alds' plan to rape and murder most of the girls in the shrine. That seems to get a pass or at least glossed over.

She's not exactly a beacon of morality by any means, but both sides have committed atrocities and all in service of a war that has been going on for generations.
It's moreso that this part of the story's very much from the Cresce perspective so you're getting a lot of faces and names put to said atrocities. If Cope lives long enough to get into book 2 I'm sure there'll be plenty of things said about the Aldish state, too.

The point is kinda that she isn't actually responsible for his woes. She's obviously responsible for as much monstrous stuff as all the other world leaders in this comic but for Duane she's just an easy target for him to channel his hatred into instead of looking deeper.
She did orchestrate with giant strawberry man to start the civil war that made lemon TOO far gone, lead them to experience war first hand, and did much damage to his nation and compatriots (and lighted the current conflict)
Without it, there wouldn't be assassination attempts, bloody children in the snow or rector Duane training the church soldiers
As far as Duane goes, she doesn't warrant any particularly special hatred beyond what the average Ald feels about her. Duane has hated her particularly for years because he thinks that she orchestrated his death (due to the message that was painted over his corpse).
The truth is she had no hand in his death. It was mercenaries, some of them Aldish, who killed him and his own brother was involved in making it happen on some level. Duane just started to put this together last chapter, particularly upon learning that his daughter has actually been alive all this time. But shit is so stressful that he has basically regressed into a safer "truth", that the Queen is the architect of all his suffering, which is particularly easy for him to do since she's right in front of him sorta.

I assume her plan will work since this is the climax of book 1, and generally antagonists get a big win somewhere along the way to increase tension. Basically all the other major antagonists have either died or been rendered irrelevant.
