    2-Riddler- one of the most popular supervillains due to his fun theme and iconic portrayals
    3-Penguin- more popular for his pop culture footprint, but that's still significant.
    4-Two-face- I think a lot of people like him but wouldn't necessarily think of him first, though among more dedicated fans I'd say he's higher than Penguin.

    In a perfect world they'd form a "big 4" of Batman villains with Joker (maybe big 5 depending on what side of the fence Selina's on at any given moment) but that would require DC to have competent creative staff.

      Two-Face and Penguin are perfect because Batman's archnemesis should be the nebulous concept of organized crime, and he should always be working through kooky gang leaders like a goth Dick Tracy.

    Penguin definitely outranks Riddler, and Two-Face for sure. Cobblepot is the anti-Bruce Wayne, and spends the less time in jail. In fact, Oswald is the most successful career criminal in Gotham. Batman begrudgingly makes him the necessary evil

    I’d say riddler is probably the number two spot than two face ironically is third which leaves penguin in as forth. If the riddler wasn’t such a fun character I’d give it to two face since he’s such an interesting character with his relation to Bruce Wayne. Penguin is just the best mobster while Riddler and Twoface have there mental issues to carry them.

    Frankly I always felt like Scarecrow should have been a higher tier villain if not outright his arch enemy. He's the one who uses the same thematic gimmick as Batman, fear, his image and design compliments bats better than clowns do and also the Joker is stupid.

    Riddler is number 2 for the virtue of maintaining the same characterization he's had since the 40s, and it actually still being fun. He's got the occasional edginess, but overall he's still a goofy loon that likes to set up puzzles.

    Penguin lost his posh british thing decades ago, and Harvey's coin might as well not exist anymore.

    Batman's true arches are Joker, Riddler, Ra's al Ghul.
    Bane has only one story. Every other story has him in basically the same role as Ubu.
    Ra's challenges Batman physically and morally. Riddler challenges Batman mentally and psychologically. Joker challenges Batman spiritually and emotionally.

    Two-Face is definitely second to Joker. Harvey was one of Batman's few friends. He represents Batman's double life and his failures.
    Plus, he's in some of the best Batman comics. What good Batman comics are Penguin and The Riddler in?

    Batman 3 arch enemies are clearly Joker, Penguin and Ra's Al Ghul

    everybody else is just a minor rivals at something like detective skills or kung fu and one third of his villains are his rivals in some way
