You know, it's weird that a guy who was like level 8 has literally the coolest vehicle/base out of everyone else in three guild. Hatred has a tank, Red Death has a horse, sure, but Monarch has a fricking floating fortress.
Even considering that Redusa is still a little confusing, though she had been around enough to fool around with red mantle back in the day, so maybe it's just a seniority thing
It was also very blatantly a corrupt system on the guild's end. Monarch got most of his levels by doing favors for the guild instead of actually improving his operation.

It's also politics. Redusa was ancient so it makes sense if she had all the right friends for long enough that it'd be an outrage to downgrade her despite not being all that formidable, Harangutan had a tank and his wife was constantly going on about paying her dues. Monarch is very much a guy who nobody really respects because he's an obssessive buttholetrustfund baby who focuses on one of the biggest laughing stocks in the SCIENCE game. Even his number two gets more respect than him, so it makes sense that they'd hold his feet to the fire on this shit.
But yeah it's mostly just plot reasons, and it's a lot less fun if all your wacky fodder villains are just different takes on the same archetype.

Being a Level 10 means being a big earner for The Guild, alongside being a very impressive villain who's made an name for himself within The Guild. The Mighty Monarch was high up there, but his obsession with Rusty kept him down, plus he wasn't exactly a team player with. Everything he did was mostly on his own and without regard to the rules. It wasn't until he was working with the system after Dr. My Wife became a member of the council, that he really started to come up. It's the effort he took to build himself back up again that really caught the attention of the Guild.
As for people like Harangutang and Redusa, they're a different case. Harangutang worked in the NY chapter of the Guild, so perhaps they have different standards. Plus he was part of Wide Whale's friends and family program, so that probably contributed to it. Redusa was likely a pretty good big shot during her time, but she's clearly fallen off in age. As Monarch said, she hasn't been paying her Guild dues for a long time.
makes sense, phantom limb was number 2 in rank next to the sovereign and he sold stolen rembrants like an art dealer and never did any real villainy outside of trying to usurp his boss. he didn't even have an arch enemy

Harangutang operates in NYC which makes him a cut above regular supervillains.
