That's just an excuse. Larry was written with absolutely nowhere to go, but he was always supposed to be the butt of every joke. Donna's just there with nothing to offer. They found a purpose for every other character and interesting arcs. She basically doesn't exist for most episodes.

But Peak Ron (Seasons 2-4) are still easily one of the best characters ever and most people did watch for him, this is a fact (Ron Swanson compilations on YouTube get tons of views compared to just Parks clips) Don't get me wrong, I grew to enjoy most of the other characters and even though I think it fell off a bit towards the end it was still a cozy show with some goofs but nobody can deny he carried the show, his deadpain and facial expressions/laugh were 10/10
