Those events are in the Amazing Spider-Man tie-in issues to civil war (#532-538) but they’re by no means the main focus. JJJ’s reaction was shown on like one panel, and the suing thing was mentioned offhandedly by Peter. He really had more pressing matters at the time

Actually, MLJ's Steel Sterling was super-powered, wore a costume with no mask and everyone knew his real name. That would be around 1941.
Ibis the invincible in WHIZ COMICS has a claim. He had great magical powers and went by his real name. That was in 1940.
