Arnold has a better catalog
I know its not really up for debate, I just wanted to let anons talk about both. And how arnie picked his pictures over stallone. The scripts he'd choose and whatnot. Just how smart was arnie?
Going by his autobiography audiobook, he talks how his father used to make them work hard on their homework and even do math exercises on the side. Arnold also made good money doing mail stuff about lifting, and even more doing construction gigs and then way more money doing realty stuff. IIRC he was a millionaire before he made bank on movies. And he did learn english in his 20s right off the boat, not many immigrants can do that. Sure you can dab on him for his accent but my grandma has been in the US since the 70s and she can barely get together a sentence in english.

Sly has the most emotional kinos. Arnie is stronger and fits better in roles like Conan.
Stallone mogs Arnold when it comes to his performances in Rocky and First Blood. But Arnold is always gonna be the definitive movie star.

Stallone getting 'Rocky' made is itself an epic story. Arnold took lots of roids and that got him his start when he lucked into a role. Both have made very good use of the opportunities presented to them and of the ones they earned on their own. Stallone has the better origin story so he has the edge.
Arnold wasnt even big, look at marcus rühl or ronnie, who had worse drugs than him.

If you want to see someone dealing with high stress situations and being vulnerable, Sly. If you want to see full-on stoicism strongman, Ahnuld. Both have dabbled in everything but this is what they excel at.

This question simply isn't possible because no one here is willing to just judge the film itself without framing what political backing someone has these days.

Stallone is more talented and diverse in his skills (writing, directing), which elevated certain projects. However, his lows as a star are lower. Arnie is basically Arnie, but he's such a charismatic force, and his highs involve people like Cameron, McTiernan, and Verhoeven.
Stallone doesn't have as big as a catalog of iconic hits that Arnold does. Nowhere near close to him in that regard. That said, Rocky and First Blood absolutely goes toe to toe with Arnold's catalog. They're genuinely good films that aren't held up by one actor's pure charisma alone. At his peak, Arnold could hold a stinky project seem like gold just by his mere presence and that's pretty much what a lot of his films were. You went to see them because it was Arnold. Rocky and First Blood hold up very well regardless of Stallone's presence.
However, I don't buy into the idea that Arnold was a dumb loaf who just landed on projects unlike Stallone who directed and wrote. Arnold was also a producer and if he wanted a projected done with a specific crew, he got it. Total Recall wouldn't even exists if he didn't throw his massive weight behind the project.
