i remember listening to the audio commentary of this movie and iirc they specifically put the shots of him attacking the civilians in because they realised he was too sympathetic. they needed a reason for him to be in the prison, and even be seen as a villain at all.

I don't know why the blame is put on Shifu for the way he raised Tai Lung. Sure sure, he was blinded by pride, but he genuinely believed that Tai Lung was destined to be the Dragon Warrior, and his upbringing was a result of that. The only thing Shifu did wrong was turning his back on Tai Lung after he was rejected by Oogway.
Speaking of which, where the frick was Oogway that entire time? Did he seriously just sit by for Tai Lung's entire life doing jack shit to teach him properly until it was time to tell him that he wasn't the Dragon Warrior?
