Because they smartly retooled Daffy after Bugs started overtaking him in popularity, paired the two together in a series of skits that are still to this day considered among the best that Looney Tunes has ever had, and then split them back off to bounce off their respective supporting casts again. By writing both so they can perfectly bounce off each other without either being a strictly speaking straight man, the two were then able to bounce off everyone else in ways that were equally enjoyable yet distinct.

Daffy was even bigger. He was a bundle of every single israeli Borscht belt comedian who ever lived. He's essentially neurotic Mel Brooks in animated form. He couldn't be more Yiddish if he was made of matzo and being beaten with a holy tablet delivered by the IRS.
