Quite a few countries have rules like that. The reasoning being that if someone were to be trafficked for sex or in some way coerced into prostitution then they wouldn't be at fault legally. However, by making the act of paying illegal then prostitution is still functionally illegal.

It is a separate charge? Coercing someone into prostitution could fall under a lot of different laws. Blackmail, slavery, abuse, etc. The reason that being a prostitute in and of itself is not illegal is because you couldn't come forward and say that someone was coercing you without also admitting to committing a crime yourself. This would obviously convince a lot of people to not reach out to the law because anyone coercing them would convince them that if they did reach out, they'd go to jail too.
By making the act of paying illegal, you can make the act of prostitution illegal, reducing the number of prostitutes, while ensuring anyone who is being forced can come forward and get help, further reducing the number of prostitutes.
I don't necessarily support it but someone has to play devil's advocate and explain the reasoning.

In this system what happens if a prostitute is picked up by the police. They interview her at a police station. She says she has been coerced and an investigation takes place. The individual accused of coercion doesn't go to jail either due to lack of evidence, issues with the trial, whatever. What now?
Perhaps she was telling the truth and she genuinely was being coerced but the police couldn't uncover enough proof for a jury to convict. However the police have her confession to prostitution because she told them someone was forcing her to be a prostitute. Does she go to jail now as a result of her confession?
The issue with making it illegal to be a prostitute is that in cases of coercion, it essentially puts the onus on a prostitute to ensure there's a cold hard case of damning evidence against someone else. If they don't have that then they go to jail because if they don't then they can't prove they were coerced if the state were to try and charge them for prostitution.

It's a difficult question. I perhaps wouldn't equate it with the rape scenario because a woman claiming to be raped obviously wouldn't be arrested herself if a trial of John Doe didn't lead to him being charged. Maybe more similar to if a wife killed her husband and claimed he had been beating her and it was a matter of self defence but they couldn't conclusively prove the abuse.
I'm not a lawmaker or a politician though and I won't pretend to be. Those scenarios are just the grey areas of law and morality in which you could give a hundred possible solutions and none would be any more right or wrong than any other and every solution has it's own loose threads that when picked loose cause the whole solution to unravel.
If claiming coercion essentially granted immunity then prostitution is in essence legal because every one would claim coercion. However, if coercion needs someone else to be charged to stop your conviction then innocent people would have to go to jail as well because you can't always prove someone else committed a crime. Both solutions aren't perfect and unless you've got a pair of rose tinted glasses, there are always injustices done to someone somewhere. Again though I'm not a proponent of either side, just putting forward the case.
