In this system what happens if a prostitute is picked up by the police. They interview her at a police station. She says she has been coerced and an investigation takes place. The individual accused of coercion doesn't go to jail either due to lack of evidence, issues with the trial, whatever. What now?
Perhaps she was telling the truth and she genuinely was being coerced but the police couldn't uncover enough proof for a jury to convict. However the police have her confession to prostitution because she told them someone was forcing her to be a prostitute. Does she go to jail now as a result of her confession?
The issue with making it illegal to be a prostitute is that in cases of coercion, it essentially puts the onus on a prostitute to ensure there's a cold hard case of damning evidence against someone else. If they don't have that then they go to jail because if they don't then they can't prove they were coerced if the state were to try and charge them for prostitution.

I perhaps wouldn't equate it with the rape scenario because a woman claiming to be raped obviously wouldn't be arrested herself if a trial of John Doe didn't lead to him being charged.
