Esmeralda is in a league of her own. I'd argue that's better than being part of the Disney Princesses brand. The Hunchback of Notre Dame is bold and daring enough to continue being discovered by people for years to come. It doesn't need to be pushed in children's toys to do that.

The original DP lineup was focused on covering as many customer groups as possible. This is why the cast is as diverse as possible despite traditional white princesses always sold much better. After some testing and market research they removed the girls - sadly - no one cared about from the lineup. You need to understand the DP line was made to offer a mostly traditional, "safe" cast of characters that parents can buy for their kids without thinking twice about uncomfortable questions. The Hunback of Notre Dame is simply incompatible with this so Esmeralda had to go as soon as they refreshed the lineup. Mulan is simply there because of politics, they can't afford to miss out on asian rep.
Anna and Elsa aren't Disney Princesses because Frozen is a juggernaut on its own. The Disney Princess branding targets a certain group of "Princess fans" who wants to see a bunch of pretty girls in traditional outfits. The individual girls don't bring in that much money but as a dedicated group it is much easier to sell and market them by mixing and matching them on merchandise. A Tiana mug might not sell, but an Ariel+Rapunzel+Tiana one definitely will. Also it makes collectors purchase even more "related" merch.
Frozen is so popular it can sustain on its own lineup so putting Elsa and Anna among the old and busted girls would lead to less sales. Frozen fans buy every merch automatically, they don't need to sweeten the deal with other characters. This way however the target audience picks up Frozen and DP merch too.
