This. People make reboots for more money and to attract more nostalgic people who want to watch their old characters in the new one. But most such reboots in both anime and cartoons are crap and there are hardly any very good ones to watch.

And anime works for money, don't be fooled. The point is that people appreciate anime more because of the supposed sweetness and good stories and action and that there is no censorship like in cartoons.
I liked the first and second, third season was hit or miss
First, anime does get rebooted. Though at lower levels than western IPs.
But more importantly, modern anime is bottom of the barrel garbage that has zero lasting impact because it's all made for teenagers and third worlders who care little about quality and just want to watch whatever is currently trendy.
They don't NEED to reboot things because they put out a hundred different piece of shit shows every single season.

They came back to dragon ball over and over. They brought back Naruto instantly. There's a trigun remake, like 10 Eva remakes, a bleach remake, Fullmetal, hunter x hunter, fruits basket, Hellsing, devilman, fate, sailor moon, Lum, Berserk. And that's just reboots I randomly noticed because I had some interaction with the original; I've been out of the anime game for a long time
Doing the next arc of the manga isn't a remake though, that removes like half of your list
It only removes Dragon Ball, Bleach, Naruto and Berserk. The rest are reboots in the sense that they started from scratch in a different continuity.

WA panders to the most general audiences, that being kids and their parents, by using the most safe routes to produce content, while Anime panders to otaku by making wish fulfilment content for them.
