Often they're just yes-men hired to justify whatever moronic law the government is passing but sometimes there is some level of honesty in the process and they are actually hired to give their advice (which is just ignored if it is contrary to what the government wants to do).
The plan is to set up a group of aboriginals as permanent consultants on things that affect aboriginals so that the government can say that they've discussed things with them before going ahead with whatever they were planning to do anyway.
Because they're doing this in an official and permanent capacity it needs a referendum to pass.
