Over the years on average there's been more quality superman entertainment. The first two Reeves Superman movies, STAS, the lois and clark 90s series, and Smallville. The only quality batman content were Burton's films, BTAS and the 2nd Nolan Movie. So I really don't know why.
Normies enjoy mid slop. Content doesn't have to be good or thought provoking or have any themes. It just needs to be flashy and have an easy to follow plot.

Batman has twice the content, and an entire series of video games. Before the Dark knight returns superman mogg'ed him in popularity, Until the Arkham asylum games games they were at least neck and neck.
The objective answer is Batman's pulp origins and how different writers handled him gives him a broader range of appeal. He spans out of super-hero territory and into crime-noire stories, adventure stories akin to James Bond or Indiana Jones, even horror stories and psycho dramas
He covers more ground than pretty much any other super-hero in this regard.

You want a silly family friendly feel good film? he can do it. you want a movie about found family? perfect. actual family? perfect. you want a fricked up crime drama? he can do it. you want crazy cults? Batman is perfect. you want insane thrillers? Batman fits like a glove.

I always assume the reason people like Batman more is because the average person sees Superman as a mega overpowered generic flying brick plot device while they can see Batman as “peak human” or whatever
This is sadly the biggest reason. Also the most bullshit, because I find a homegrown country boy turning into a boy scout much more relatable than being a lifelong traumatized billionaire who can think his way out of any situation imaginable.

I’ll maintain that the most important aspect of a self-sustaining, popular character, is a well-defined setting. Supporting cast is also integral. Crossovers are cancer. While Superman does have that in Metropolis, a lot of it crosses over and is shared with other DC heroes. In that context, Superman tends to cross paths with them, and that dilutes his own stories. Batman has Gotham, and while there are other heroes who operate there, they only exist due to him. Gotham is very much uniquely his, and is often times written as such. Similarly there’s Spider-Man, and although obviously New York is the Marvel hero hub, Spider-Man more than any of them captures the spirit of the city, and in turn makes it his own. Robinson’s Starman is a prime example of this, he had Opal City, and that’s a big reason the run went on for so long and is generally respected.
