my opinion is definitely tinted by nostalgia but I prefer 2 to 3. A lot of the mechanics feel more fleshed out and just honestly more interesting to play with. You can still get ganked by a regency or a strong council, but the council can at least be overruled by being a tyrant. Piety and prestige requirements feel less restrictive as well if you know what you're doing

There's no universal rule to it. They both have different parts of the country that act in different manners. Modern Dutch is more oriented towards Americans, they like it, so they will immitate it. Germans will make it their own thing. There is a refusal there to speak English. A Dutch pop song will have English lyrics, American production and an American Style Guitar solo. A German pop song will have German lyrics, German production and a German Guitar solo.
Both will come correct and know about rules. Their papers will be in order. The Dutch are more communicative.

Language plays a role and can define you. I've learned to speak French and Spanish. More or less. It brings out different parts in your personality, just because of the way the language is built. You would associate words, thoughts and ideas in another language just because of their proximity. A simple example of that would be rhyming:
