Fred is so weirdly characterized in the series. On one hand they make him out to be incompetent to the point he cant use a knife and fork right and insult him constantly, and on the other he is pulling shit like this that is both impressive and something that should have led to a police report.
Like that block of wood would have killed Velma if it hit her and a kid got his leg chopped off when he threw it back. Why the frick isn't there a court case about this when a high schooler just attempted murder and another high schooler just got his leg chopped off in the crossfire?
The show seems to want you to take it seriously with its 'dark, adult' story, yet then pulls shit like this out of its back pocket and no one bats an eye to it
Tonally the show goes from "take this seriously Velma has horrible PTSD" to "we're doing Airplane but animated" and back again on a dime, which is part of why nothing works.
