Literally most of the staff credited to this game is from Arkham Asylum, City, and Knight. The reason why this wasn't a Batman game is because Rocksteady doesn't want to be the Batman studio. They said as much when they basically made it so there couldn't be a good sequel to Arkham Knight. They wanted to make a live service 3rd person shooter, hell their first game was an original IP FPS so it's not like Batman is why they started developing games. If anything the only thing WB did was force Suicide Squad branding on them so they retooled their existing game into it. Arkham Asylum was a love letter to everything Batman. Comics, movies, cartoons. It was made by people who actually cared about the material they're adapting and wanted their game to be the most immersive experience imaginable.

I also think a lot of atmosphere of Asylum is lost from City to Knight. And I'm not a fan of retroactively making that night in Asylum the most important event in Batman's life. IMO it worked precisely because it was just another night in Gotham.
And this one is a bit personal, I never liked League's involvement in the plot. Not only it reaches Batgod territory wit near-death Batman taking on them all including Ra's (I understand it's a game, but Asylum Batman hit the sweet spot between being powerful and not overpowered), it undermined Hugo Strange heavily who seemed like a very cool villain in the trailers.
Yeah, the story in city could use some tweaking, but the bosses were a lot better than asylum which was batarang titan thug and dodge their charge, or batarang ivy and dodge vines.
Like solomon grundy you have to dodge him while taking out the power source, mr freeze with the predator mode battle, Ra's was mostly a lazarus hallucination and batman's death clock was reset for that fight from drinking it so he was full strength.
I can forgive Asylum because it was Rocksteady's first outing and, yeah, the City bosses were a major improvement.
Why Knight's bosses sucked so hard I do not undertsand however.
Origins had the best boss fights in the series and gave me my favorite version of Bane

I would've loved to play a Suicide Squad game where I'm sent on missions to infiltrate or eliminate or infiltrate and eliminate targets, I get to build a team before each mission, I could upgrade them with points I get from missions, I would unlock more and more characters as the game progresses and maybe build relationships between the characters to get special unlockables or combos between them and stuff.
Instead I got a mediocre looking shoot em up style game with a very very small roster where I have to kill the Justice League.

I had something like the blade upgrades from MGR in mind where you can generally get what you need and only need to grind levels for the really high level stuff or total stat completion.

Lot of things, but the one most relevant to answering your question is the non-existent amount of enemy variety in the game. The point of a lootan shooter type of game is that all the guns are supposed to be ideal for different situations, else there'd be no reason to hoard them up, which by proxy means you need a variety of enemies to make them all feel useful. Shit like big and beefy enemies that soak up assault rifle ammunition like candy but burst into treats when hit with a full shotgun round to the face, or hordes of slippery little guys that keep dancing out of the way of your shotgun blasts but are much more manageable with a constant hail fire of assault gun rounds blowing through them. Suicide Squad has three, maybe four different kinds of enemies, with the rest just being reskinned and given inflated hp and damage ratings. So the fun of getting new weapons is pretty much negated, and it just turns into picking out which weapon has the better numbers instead of the better performance.
And that's just one aspect, that's not even counting the game's jankiness, all the glitches, the fact all the characters feel the same save for travel options, how melee is somehow stupidly overpowered for a lootan shooter, how the unrewarding gunplay criticisms can equally apply to how every reward in general also feels unsatisfying to obtain, or how the boss fights are so incredibly lame and uninspired despite the tagline being "Kill the Justice League". It is a shitshow all around, is what I'm saying.

I would've loved to play a Suicide Squad game where I'm sent on missions to infiltrate or eliminate or infiltrate and eliminate targets, I get to build a team before each mission, I could upgrade them with points I get from missions, I would unlock more and more characters as the game progresses and maybe build relationships between the characters to get special unlockables or combos between them and stuff.
Instead I got a mediocre looking shoot em up style game with a very very small roster where I have to kill the Justice League.
From the get go this looked like that shitty Avengers game absolutely nobody liked and that died in like a month, so why try to copy that model?

I had something like the blade upgrades from MGR in mind where you can generally get what you need and only need to grind levels for the really high level stuff or total stat completion.
That depends on the gameplay itself being rewarding enough to justify the grind. And for a game like Suicide Squad, that's not happening.

The first 2 Arkham games are well written and have good combat, nothing overly complicated but fun and dynamic. Much better than Spider-man or Harry Potter which were critical darlings.

Lot of things, but the one most relevant to answering your question is the non-existent amount of enemy variety in the game. The point of a lootan shooter type of game is that all the guns are supposed to be ideal for different situations, else there'd be no reason to hoard them up, which by proxy means you need a variety of enemies to make them all feel useful. Shit like big and beefy enemies that soak up assault rifle ammunition like candy but burst into treats when hit with a full shotgun round to the face, or hordes of slippery little guys that keep dancing out of the way of your shotgun blasts but are much more manageable with a constant hail fire of assault gun rounds blowing through them. Suicide Squad has three, maybe four different kinds of enemies, with the rest just being reskinned and given inflated hp and damage ratings. So the fun of getting new weapons is pretty much negated, and it just turns into picking out which weapon has the better numbers instead of the better performance.
And that's just one aspect, that's not even counting the game's jankiness, all the glitches, the fact all the characters feel the same save for travel options, how melee is somehow stupidly overpowered for a lootan shooter, how the unrewarding gunplay criticisms can equally apply to how every reward in general also feels unsatisfying to obtain, or how the boss fights are so incredibly lame and uninspired despite the tagline being "Kill the Justice League". It is a shitshow all around, is what I'm saying.

For all the people do about b***hing about GaaS, the ones that succeed still tend to succeed pretty fricking hard. It's almost as if people just want a game that gives them a good dopamine hit and don't care how it is implemented for the most part. Look at how huge WoW and other MMOs from the 00s were, back when people barely batted an eye at a monthly subscription as long as it kept them occupied. The primary issue people have with this game is the overall monotony of things, with the appeal of even making the characters distinct in terms of gameplay something Rocksteady didn't even consider, just Gun Person #1 but shark and Gun Person #2 but woman, I seriously don't think people would have given a frick about blowing Batman's brains out as long as the game was fun

No one's gonna be invested in anything new short of extraordinaire pulls, like whatever's the biggest eceleb getting obsessed with it (which is exactly how Apex got an audience in Japan despite being the most repulsive, parody worthy western game in recent history to gain traction). You're not gonna be the next big player, especially not with fricking DC D listers on some bad even for modern standards shooter with zero depth or skill ceiling.
Also, a game being fun never amounts to anything, especially in AAA and grind oriented genres. And Helldivers 2 was only a hit in the sense it was sent to die and somehow didn't, the studio is doomed now that they're expected to repeat the feat.
