Just watched this movie with my fiance. "Who do you think we learned it from?". Was that just an attempt to preserve his life, or was that line just to evoke a sense of despair on the viewers? Alluding that the war on drugs just creates more corruption and abuse between both sides (US Government and the Cartels), and it is never ending?
Mexicans like to use the excuse that cartel violence was initiated by the US government because of one single example of one particular cartel in which the top members used to train with the US military when they were in the Mexican Army.
he's just trying to justify himself. these heinous types of people have to find some way to rationalize what they're doing, it's very rare that they can just be outright horrible and admit they're doing it without any real reason.

it's that americans fundamentally want drugs but are unable to publically admit it. the whole war on drugs is a war against market forces, we just outsource misery and violence to mexico and south america to fill the need

One of the guys in the black SUVs was telling how the cartels used "brilliant" tactics of violence and mutilation to instill fear and control on the Juarez population. Maybe that's what they learned from the CIA.

Sicario 2 should have been about Emily Blunt getting involved with CIA and Sicario again because she cannot accept their methods. From there, her character develops until she either becomes as bad as them or clings onto her morals even as her life gets more and more shitty. It should be a pessimistic ending whichever way it goes.
