Look at webcomics for an example, all of a sudden rather than needing to convince someone with a printing press, anyone who could approximate being able to draw could make a comic and put it online to find an audience. There was an explosion of comics, most of which were godawful and some of the most godawful were the ones that people were the most passionate about. but you can't deny there was and is passion and creativity in the space.
When we get to the point where anyone who can scrape together the cost of a decent video card can produce their own animation, you'll see... honestly like 99% of it will be porn, memes, and ADHD inducing instagram sludge content, but you'll also see interesting things produced.

If you focus on only one character, I think you can replicate the thick outlines. I tried training on the characters of the MCU, and although not perfect, I can see it trying to understand the style.
It could, but it wont, cartoon styles appeared out of necessity, something simple and easy to do so the workflow could be efficient, now that AI can emulate Japanese genes there is no reason for cartoons to exist anymore, everything will be Anime and produced by machines.

Straight take over no. Complete the in betweens on 1s, yes. Higher detail in shading on color passes, yes. The most you could get is the clean line work than let the AI over lay the detail. The tweaks and precisions isn't close for a take over now and it's still so early. Artist are b***hing about an image but this shit will get closer to the hollowdeck eventually, the whole entertainment industry will be challenged and only the best story tellers will remain.
