The writers and the director.
Despite being one of their most prominent franchises, on top of them having a 6-film story in mind for a long time, they just jumped into making this movie without any actual direction or plan. They were literally planning to do live action humans in their own city in this movie.
So really what it sounds like is they planned 6 movies just because "woah what if we made a 6-film story?!" but have been winging it since 3 ended their most easy outs.
It was fine, it's just that the story was half-baked due to problems in production. They had a good idea, but since there was tons of back and forth between the writers, they ultimately decided to make a goofy, fun, simple movie just to get it finished.
It was made by an unfunny dude who thinks he's funny and doesn't care about story and characters

In general mankind has NEVER liked stories about passing the mantle. It's only worse now because they always pass the mantle to a shitty weak trash Female Character. But even centuries ago humans don't like stories that go like this....

Humans in general don't like this. And if you want to see a modern example of a famous property that rejects passing the mantle simply check out how Batman gets rebooted as often as possible to STOP Bruce from losing the title of Batman because no one wants his four apprentices to inherit the title. You can scream Terry all you like but Batman Beyond has been rebooted away which is what I mean. Anything must be done to KEEP Bruce as Batman. So I reiterate humans don't like passing the mantle type stories. So I'm not surprised kung fu Panda 4 is getting criticized for this.
The only thing that matters is the final cut of the movie and the final cut is garbage. Don't defend garbage. The brand power of this series deserves to go down.

You have a good point, the only time a "passing the torch" story ever really worked was Wally West as the Flash. And even that was eventually undone, for better or worse.

A good step forward for that trope would be to stop introducing brand new characters for it, and let it be someone you're already familiar with or alluded to. It's so fricking bizarre that this movie is hyping itself up about Chameleon summoning "all of Po's old enemies!" even though that list is only three people long. These films keep acting like Po's been on all these crazy adventures even though he really hasn't.

The pacing of the movie was fricked and the Villain was weak both in character and threat level.
Only the first movie feels polished
Only the first movie is about kung-fu, honestly. KFP2 has some good fight scenes and Shen has a cool fighting-style, but the later ones are all about magic crap.
They never really managed to surpass any of the Tai Lung fights from the OG movie.
My favorite part was how they completely gave up on giving the Furious 5 personalities and just gave them a cameo at the tailend of the movie.
I saw more personality given to them in fanfictions than I did in any canon work.
Didn't they somehow manage to not flesh them out at all during the entire Legends of Awesomeness series? I know that the other two shows were focused on dumb shit like English knights and panda kids, but LOA somehow managed to avoid fleshing out the characters it was focused on. That's impressively bad.
Studio meddling. This information is public. The writer or director wanted a lot of other actual good ideas but they were all shot down for no reason. So instead you get this movie that makes no sense & wastes all it's cameos for out of character or outright silent moments.
PO should have bee older and have the same vibes as his masters but he is still a baffoon.
I feel like they should've at least waited until movie 5 for Po to be replaced as a dragon warrior. It just feels too fast. Then have one big last movie (their six-film idea) that naturally resolves with him ascending and fully passing the torch, or him ascending in 5 and whatever big finale that incorporates new DW and ascended Po being involved into one last plot.
Also I hate the idea that we're stuck with Awkwafina for 2 more movies if somehow they do manage to keep going despite the middling reception. Like if I actually wanted more KFP that is inherently something that now has to come with it.

The movie was alright, but the behind the scenes shit implies it could have been so much worse.
TLDR; Watching this didn't feel like KFP4, it felt a direct to DVD movie or a Netflix TV show.
One of the things that make the KFP movies so good where the villains. Each one felt intriguing, like a integral part of the story and history tying them to Po and the others. Tai Lung was Master Shifu former student and contender for dragon warrior. Lord Shen was the cause of Po being orphaned and eventually meeting the F5. General Kai was the former brother-in-arms with Oogway and is seeking revenge.
With "The Chameleon" there's nothing, the character felt shoehorned in. Like they needed a villain of the week for Po and friend to defeat. Her evil deeds where all told not shown, not even a flashback. She doesn't even have a proper name.
It also doesn't help when the character is almost a ripoff of the other two past villains: Person seeking to rule the world, fails to get power with kung fu, raises a army of minions and obtains power using magic, steals kung fu power from other masters.
Replace magic with gunpowder and you have Lord Shen, and stealing kung fu with magic is literally what General Kai did. Even her argument of being turned away from all Kung fu schools cause she was too small falls flat when you have Viper and Mantis.
