The second they turned her into Bluebird it was over, but she could have hung around as a Harold type.
She was pushed, failed to get over, and her fans cope about sabotage and bad writers instead of accepting that she just isn't popular and it's because she's dull.
She had her solo run. She had that City of Light Mini that was done by Matt Wagner's proteges(they ended up being nobodies).She was key to Bruce wayne murderer. She got the mini after her evil era that tried to fix things. She got Gates of Gotham. All of Batman and Robin eternal was meant to reintroduce her. She's in a movie.The head of DC movies likes her and name drops her a lot. She's in a few cartoons.
Are all of these good? Nope. But she's not suffering from lack of a push.

I liked Harper Row. Her story felt more organic than Cassandra or Stephanie. She wasn't an autistic fighting god with anime-tier power levels and she wasn't a moron side character who'd failed her way into both the Robin and Batgirl costumes, she was just a cute girl with a passion for electrical engineering who lived in Gotham City. The second they turned her into Bluebird it was over, but she could have hung around as a Harold type.

believe it or not, they don't go out of their way to give characters starring roles in things just to ruin them. Heavily critical fanboys might hate it, but part of the double edged sword of making a character more prominent is rolling with the punches that not every push is going to be something you like.
